Eventually, if you're lucky, you'll get the paver moving up far enough that you can get a restorer's cat's paw or other narrow pry bar to start lifting it a bit further. Moving it a little at a time, I've managed to get the paver out, sometimes.

If the surrounding pavers are sufficiently proud of the sunken paver, you might be able to pry one of the out, enabling you to get under the sunken paver.

Neither option is easy, but those are the best I've got.
